While scouting for a "suitable" scene to paint, I'm drawn (no pun intended) to a location that has just the right balance of human interaction, non-interference of parking cars,... Then I'm looking around for a good spot nearby to set up, preferably a vacant store front so I can make myself at home.
I do need to dive in at some point or I end up scouting endlessly and give up. It's when I'm actually setup and painting that I feel like I've found "the trail" creatively. Most of the time I have no idea what I'll be painting that day.
If a relatively invisible, setup spot is adjacent to a busier street or scene, then there's a good chance that I'll be there (ha ha).
